.......that I see everyday on my way to work.
The location seems to move around after a while but always the same area.
My only conclusion is that they are waiting to be picked up to go and do some labouring probably cash in hand or maybe legally?
Any other ideas or am I correct?
If it's dodgy then how can this be allowed to go on every day?

When i was backpacking in Australia, i did this. Waited to get picked up for Labouring jobs. Luckily i didnt get chosen, my mate did.
I swanned off to the pub instead

You know we're talking about cheap labourers who are been picked up and paid a scabby amount for a day's work, not paying tax on it, collecting their benifits and driving down market value of employees.
It's a shit system and should be clamped down on.

Cash in hand work isn't dodgy.
Most Photographers I know deal in either cash or bank transfer. Not declaring cash earnings is dodgy.
How do you know they're not filling out a tax return and declaring all work for cash through their own privately set up firm?
Sounds like just because they're a bit brown you're assuming they're dodgy.

I would like to take the opportunity to disabuse posters of the idea that all casual labourers are thick. Many of them are what it says on the tin in that they are looking for casual employment at this time and it is not their long term objective.

If it was a national working cash in hand and getting their social welfare there would be uproar. But because it's a foreigner it's ok?
